Typical of national and international efforts to prevent accidents and pollution at sea, and establish the right of coastal states to protect their coastline, are organizations such as the IMO agency of the United Nations and regulations based on or similar to the Oil Pollution Act in the USA. The OPA, drawn up for the protection and cleanup of the environment, applies to any form of oil discharge, including vessel fuel and lubricants.
The OPA, for instance requires ship owners and operators to establish and maintain evidence of financial responsibility sufficient to meet potential liabilities.
